A group of bandits from Rozhdestveno branch
office of the militia of Volzhskiy regional department of internal affairs
(in a word, Rozhdestveno police department) commits outrages and holds
population of Rozhdestveno, Novinki, Shelekhmet', Vypolzovo, and Podgory
villages in fear. They make reports on offenses ostensibly committed by
villagers. After that villagers get arrested and are sent to the dams for
industrial fishing or to the woods of the national park for felling as
for the administrative punishment. Those who do not submit to such measures
get beaten the police department or prosecuted by the hand of the paid
third party.
So, on July 22, 1999 at 3 p.m. four activists of the protest camp at Samarskaya
Luka were unjustifiably arrested and brought to Rozhdestveno police department.
One of them, A. A. Dorovskikh, was kept there for 6 hours and beaten by
the police officer V. N. Ovcharenko. By these means he tried to get information
about those, who participated in taking off the lock on Orekhovskaya dam.
On the next day Dorovskikh had to turn to one of the city hospitals for
medical help. He was hospitalized with the broken tympanic membrane of
the left ear. Surgery took place on July 25.
On behalf of all the members of our movement we are authorized to declare
the following:
1.In case of refusal to
call police officer of Rozhdestveno police department V. N. Ovcharenko
to account for criminal offense and to fire the head of this department
Glazkov we retain the right to:
b)take necessary measures
against harassment on behalf of the police;
c)hold protests, meeting,
and demonstrations in front of Rozhdestveno police department, and departments
of higher police authorities.
4.In case if the locks
on the dams of the national park are not taken off immediately, as required
by: p. g) of st. 13 of Ordinance on especially protected natural
areas "for recovery of disturbed natural complexes", st. 5 of Rules
of fishing in Volgo-Kamskiy basin, which forbids "to build obstructions
and solid barriers on rivers, lakes, and channels", the latter of
Volga interregional prosecutor for nature protection ¹ 7-9-1-98 of 07.06.99,
the order of the court on Solovykh, Perfiljev, and Basmanov case, - then
our protest camp and actions will be resumed on 31.07.99.
